    Facilities and Venues Exchange 12 March 2024 

    Agenda items discussed during the meeting. 

    • Sunshine Coast keen to hear if anyone have examples of accommodation provided at council owned/controlled sport facilities?  

    Toowoomba have accommodation at Jondaryan Dairy and Woolshed, campgrounds within dam network 
    Western Downs has accommodation at lake board water and some camping spots 
    Tablelands has university student accommodation, and 2 caravan parks 
    • Lockyer Valley wanting to hear how other councils are coping with staff retention and any strategies/suggestions? 

    Toowoomba struggling to obtain staff even with short recruitment timeframes, one week advertising and one week close 
    Ipswich finding it hard to source qualified persons in leasing or acquisitions and are tending to look for people with a real estate background that have some property knowledge and are having more success recruiting internally. 
    • Lockyer Valley looking to other councils for better activation ideas for Council facilities 

    Moreton Bay looking at activation strategies in halls, particularly ones that have community management. Engaged external consultant to develop an activation plan and template. As well under new management agreements have added activation as an incentive and then financially compensating for the introduction of an activation plan. 
    • Tablelands currently finding homelessness is increasing in area as well as the use of drugs/alcohol in precincts and breaking and entering to TRC properties is on the rise, how are other councils handling displaced people staying in their facilities without authorisation.  

    Other councils are experiencing increase in community seeking safe shelter in halls/facilities, with involvement by Police to move them on. 
    Need to be across Human Rights aspects regarding people’s belongings. 
    • Fees and Charges discussion around managed discounts for community/not for profit groups.

    Workshops/training/conferences  

    LGMA have a number of programmes, conferences, webinars open for registration, please have a look at the website for what’s available and don’t forget if you do know of any upcoming events that you think would be of interest to the group add them to the discussion board. 

    Awards 

    The 2024 LGMA Awards for Excellence nominations are open so if you or your council has a project or initiative that you believe should be acknowledged and celebrated, please consider submitting a nomination. More information can be found on our website.

    Thank you so much for your attendance.  

    As discussed, I have attached the subsidisation rates/discount definitions for your reference.

    I have attached our subsidisation rates presented to Council for adoption 24/25:

    To streamline our subsidisation rates across the venues, halls and community spaces, the new rates for “Subsidised Commercial” and “Community” are as follows:

    • Commercial – 100%
    • Subsidised Commercial – 80%, (previously 75%)
    • Community/Non-Commercial – 40%, (previously 35%).

    Please Note:

    • Subsidies only apply to room hire charges.

    Commercial

    • A user whose primary function is to generate a commercial profit or who operates as a business.

    Subsidised Commercial

    • A user whose primary function is to generate a commercial profit by fundraising for a community benefit.

    Community/Non-Commercial

    • Incorporated or Unincorporated Associations and Interest groups - Community organisations that are incorporated or unincorporated do not operate for profit.
    • Charitable Organisations / Not for Profit Organisations
    • Charities registered with the Australian Charities and Not-for-profits Commission (ACNC).

    Note: A business, government or other entity that is providing a community benefit or not generating a profit from the hire of the  venue is not considered a not-for-profit organisation.

    User type verification/documentation may be required upon booking.
